yes you can do that. For that you need to go to the page settings and see the follower lists. From the follower list you can block that specific person. He/she will not get your ads.
However, it's not possible to block someone by ad program. You can change the audience type or location but it doesn't apply to single user.

No follow links are good because they build awareness, as long as they are seen. They don't have to be followed. They don't even have to be clicked! Just visible.
