I was able to create my group when I got the free upgrade when I completed my profile. I haven't been unable to do so since I was reverted back to basic member. But you can get a Pro upgrade here upon referring 5 persons within a month.
This actually is a limitation of Basic membership. I got the same job when I was Basic and of course I could not complete it. I wont give up and fortunately there was an opportunity to get free Pro membership by inviting our friends and I did it to claim my upgrade. I am not sure if this way of upgrading still available.
But, today Im in contact with my friend; a fresh member just joined 2days ago, He told me He got his Pro only by completing his profile.
I hope this is not only for new member j

yes dear you can not make a group without upgrading but yes you can upgrade your account for free for one month just by referring 5 people.

As far as i know Basic Members are not allowed to Create Groups

Invite 5 people to join you on APSense, earn a free upgrade and then you could create a group .
