Duplicate content in what sense? If you mean coping it and putting your name on it then Google is the last place you have to worry about because if the source decides to come after you then you may get sued depending on your location.
You can use content if permitted by source as long as you link back to the source. All you have to do as far as Google is concerned is add value to it. You have to add an unique perspective on a topic.
It is much better to put your own spin on whatever though...
