The money comes from sales generated by the affiliates when they promote the various products. As an affiliate you earn a percentage of every sale you generate. There are also some CPA networks that pay you for every lead you generate for them.
Most affiliate programs are ALREADY free to join without any obligation to purchase any product. You get paid your commissions only when you make sales. Aren't you aware of this fact?
