And all the point which Marshall M mentions are the best way to increase the traffic to your site

Keep natural content and cross check fro duplicate contents. make the google cache your urls weekly once or twice.

On Page Factors which is not optimized in your website:
*Title tag- must be 10-70 char and foucs main keywords
*Meta description should be 70-160 Char and focus atleast two main keywords in this.
* Short your meta keywords length.
*Use heading tags and target your keywords in Heading tags......

There is no way to increase ranking by money.

In my opinion...
First You have to find out the reasons for dropping your website ranking. See your all backlinks and take a sharp eye over them. Find out which one is your bad backlink which is hurting your website ranking. Remove those backlinks and then use "Ping" service to notify the google about your updates. Then follow all the step to build quality backlinks.
If you create quality backlinks then you will surely boost your website ranking. But do a research on your previously made backlin
