If you expect to make any money you need to target the US. Sad as it is, they're the only ones who have the big opportunities, no matter what site you're promoting. So ideally post the majority of your ads to run during evening hours across all US time zones, say 22:00GMT to 08:00GMT
It depends on what part of the world you're located. I'm in the US and I usually post in 4 time stretches of the day: 5am-6:30am, 11:00-12:30pm, 4-5:30pm and 8:30-10pm. These times work for me the best over the years and still do.
