Does APSense work similar to Google Adsense

Hi all, Does APsense work similar to the Google Adsense..? Like do i have options of placing APsense ads in my blog content and monetize my business blog? How do I strat a new topics in any category? is new article same and new blog in APsense? Await reply and clarifications?
