It appears that they're trying to "weed" out bad articles (or SPAM). I haven't been an active participant in their article submission program but if the articles brings you traffic that is worth the time and credits spent, then it's worth it. Odds are there will probably be less articles and in turn less activity in that area. Just my guess for all it's worth.
