In many cases it is true. If you offere something of value for free, people do not believe that it is valuable, because it does not cost anything. If you pay for something, even if it is little money, it seems to ve more valuable.
"Most people seek after what they do not possess and are enslaved by the very things they want to acquire." (Anwar El-Sadat) ... but I want to believe the Napoleon Hill quote in the question is NOT true in general - eg. what is the price of your life or your loved ones' life? :-o

I believe Napolean Hill statement is true until a person becomes wise enough to understand EVERYTHING has a price. It just may not be monetary.
