You can submit duplicate content to Blog and Press release sites. The good sites will reject your article because it is duplicated content. If you need to increase your coverage I suggest using want ad sites. Google and major search engines are not friendly with duplicate content providers. Suggestion: write content that requires follow up article. Write an article that requires updates. This way each article even though may be about the same topic will have a different title tag and information

Google does NOT like duplicate content. I would suggest you spin the original press release for each service.

It all depends on your objectives. What do you want to achieve? Do you want your press release indexed by the Search Engines. They only favorably rate original and unique content in one single location. They do not like content that has been reproduced in severals parts of the internet. Thus, if you want your press release to be ranked high and easily found, then it is not advisable to post it in more than one place.
