Both can be a waste of time, because more than likely the majority of people on safelist and traffic exchanges only want you to see their offer, and not look at your offer.
Unless you personally recruited those people on to the safelist or traffic exchanges, you have to hope your offer converts (you have no control, because it's not your website) vs creating your own list of people who know exactly why they signed up to be on your list.
I agree with Dr. Don Y up there. If you are promoting anything-all possible types of advertising need to be taken advantage of, including traffic exchanges and safelists. Traffic exchanges keep you in touch with the current online businesses, and get you some exposure for your own. Safelists do provide a bit better responses.

Nothing succeeds like success. I am trying paid ads in PTC sites which are much cheaper and certainly viewed.

I will Try both of them. All of them are Good For Generating Clicks & visit to your site, But For Conversions & Lead, It is not so much effective.
