I am bias and would higher recommend a change of OS and if you want to stay with an OS close to Windows, try Linux Mint. As I said I am Bias, Windoze in no way can compare to Linux in my book. I came from Windows 10 years ago and though we still run one Windows System in our company, we have changed to Linux on all our desktops,servers, and websites. Full control of your system and far better programming environment.
What I do is, apply thermal paste to the CPU heat sink every 1-2 years, installed new power supply, make sure RAM is fast enough to handle your needs, older PC's might only have min. of RAM installed, make sure (device drivers) all components are up to date, start up items are only necessary 1s to load, run good anti spyware + malware in Safe Mode + clean up junk files, if files are large compress them. I also am an affiliate for a PC co. that shows you how to repair + optimize desktops + laptop
