How Local SEO could grab bulk of targeted organic links and how would you analyze its need?

According to my experience, local seo dont play major role. i am not saying that it is not an important factor. but first ofall onpage seo should be 100%. Our site will be ranked automatically if we did onpage seo.
but after apply all the onpage techneques, now we have to open our competetors sites, and here is the role of offpage seo,
but we dont need to make 100s of backlinks from low pa da sites like our competetors, its a waste of time. According to my stretege i make a backlink on high DA

You have to check your competitor or start digging sites with possible keyword research to do the posting

Local Seo based on directory listing. If you are listed in local directory sites then it will bring a lot of traffic for you.
