How to Make Creative Christmas Costumes for Kids

Form a circle with one of the pipe cleaners and twist the ends together. Twist the end of the second pipe cleaner onto one end of the circle. Twist the end of the third pipe cleaner onto the opposite end of the circle. Be sure to pin the circle in the right way.
