2 Changes To Ease Nursery Admissions Entry

DELHI: Two separate amendments to education laws will streamline
entry-level school admissions in the city. The Delhi government plans to
amend the rules of the Right to Education Act and Rules and also the
Delhi School Education Act and Rules (DSEAR), 1973.
The rule pertaining to the distance criterion in admission of students into the EWS (economically weaker section and disadvantaged groups) category is being amended. "Earlier it was 1km, 3km and 6km from the school. And it was never very clear which areas are covered and which aren't. We are simplifying the distance criteria and the lottery of seats will be online," says Atishi Marlena, adviser to the education minister.
She adds that the way Delhi is structured—and the schools distributed—there is no colony with candidates eligible for EWS seats within one kilometre of practically any school.
The amendment to DSEAR will have a more far-reaching impact. The Delhi HC had upheld the autonomy of private schools to frame their own nursery admission guidelines for general category candidates last year.
"HC had decided that under existing law, the government can't frame guidelines. The law was a little ambiguous in this respect," says Marlena. Amending the DSEAR to "give the government more power" will clear that barrier. Both these amendments are likely to be placed before the assembly in November itself.
"Once the law's changed, the government will frame clear-cut guidelines that will make the admission process as transparent as possible," says Marlena. The government will also decide the admission criteria.
