In your aims. In my hometown, there is a family owning a shop, just for the local people. The shop is good and the family are all friendly. The local people love them, always buying things there. The family can live for the end. But if you want to go out for larger, then..... just my view,ha.

You need both. You should be providing a first class service so that as many as possible of your sales become loyal customers, who either repurchase from you and/or refer others to your business. However without new sales, and business will struggle.
